A revised tutorial on how I do blinking animations.
I hope my explanation is simple enough, I'm pretty bad at the whole teaching thing.
Also my first attempt at a tutorial of this kind so I hope it isn't a total fail.

Programs used: Paint Tool SAI / Photoshop CS6
Photoshop has built in tools to help with animations of this kind but I like to draw them out by hand!
