Unfortunately, it's seen very fluently within art sites. It can be disheartening to not get what you want, especially if it's a repeated person buying them, but if I had the money to, I would be buying quite a bit of things myself from many different artists I adore, and honestly, maybe most of us would. It's supporting the artists at least, and as long as they're using the artwork, there's not much harm to it.

It's unfortunately not a rule, but it would be silly to restrict someone's purchases when the money goes to the struggling artists. I have gotten a bit annoyed by some users doing this, or even just someone getting to a slot/premade before me, but there will always be more.

It's an art site meant for people to buy on, and while it's very easy for us to want someone to back off and allow room for other purchasers for just courtesy, it's not a rule, and there's no harm being done. Have you tried talking to that person directly at all?

I know it's extremely disheartening, again, to watch art be bought up like a black hole from a repeated person, but they're buying because they truly enjoy the art and have the ability to. Most people just don't waste money, and I doubt  a specific person buying art is doing so.
